As for a simpler method sorry no, currently and for the foreseeable future it is only a manual process, the person who moved the user manual to the wiki is no longer with the project and the method the project used before was able to be packaged with the program for offline use as well as supporting translation offline quite easily using the [https://www.sphinx-doc.org/en/1.5/intl.html Sphnix system]!
