Is there any large difference between zh_TW and zh_CN?
There is one translation for zh_CN. If you run Gramps with 'zh' locale only, then you should be able to run it with zh_CN.
There is one issue pending with Chinese: complete support for lunisolar calendar. See Feature Request 4400.
